Is there any place on the site or in the client where you can get a complete list of in game effects.. For example what does Blinded mean? and what does it mean to be blinded 2?

the unit conditions section should have everything youre looking for, the abilities glossary is worth a look over too. the number behind the condition tells you how many turns it will last for.
edit: just noticed that blinded isnt listed, theres probably a few others that arent either. you can always check poxwiki, or as a last resort hover your mouse over the particular condition in a champs info box in game (hope that makes sense).

Well, to answer your question, Blinded is a condition that makes all targetted attacks automatically fail. AoE attacks (Frost Cone, Rain of Arrows, etc.) are not affected, but Flamestrike, Charge, etc. are. The current three ways to become Blinded are the SL Trap, the Octopi Helm, and Acrid Smoke.
Honestly, they haven't had a lot of time to keep that stuff up to date. Your best bet is datachild (just search for him, he's got his website posted) or poxwiki (poxwiki.com). Those are maintained a bit better, since we all have too much time on our hands.

also I havn't seen poxwiki updated in a while, of course I stopped checking when I saw no updates for PTC and tried searching for champs by race and found only like 4 listed...

A number after an effect (eviscerated 3, feared 3, stunned 1) means how long it will last in turns.
This is NOT to be confused with ABILITIES with it. For example: Rend 3 causes eviscerated 5.

Nothing. It just puts that black smoke animation around the base.

Apart from the black smoke; It means the unit is a lich (which is simply used for units with the 'Lichbound' ability).

Only because he has made a good surge in usage, now that init 1 was changed to give a flat 5 AP on deploy. Using his as base before (for our cooldown) he only got 3. This gives him an extra 2 range away from the shrine/font to run out and explode.
