Why so low?

I got a good question, why is Menalaus so low - tier? I would imagine it to be at least something valuable, but no, its probably worth a Vindrax or Jakei Elder...

Synergy, 10/10 viability, rune cooldown, cost.

Although an autoinclude in a FF KF BG, the demand for a mena is inferior to a bunch of other similar runes. You technically do not need mena in your BG at all to win with KF, run a launcher phalanx instead for instance.

It's the overall impression and viability of the rune that pulls it down in the "value-tiers".

There are too many Menas floating around. He is still the best Hero, but nobody holds him in high enough demand for stores to do so.
