Way back when when I did a comparison between the Nora/damage efficiency of increasing his base damage versus Piercing Shot. The math was pretty clear at the time that it made more sense to increase his damage from 10 > 12 before upgrading Piercing Shot 2 and his damage from 12 > 14 before Piercing Shot 3.
While technically none of that has changed, I feel that Strip Armour has thrown a wrinkle into this a bit, where at times it is better to be able to spike your damage at the same time Strip is cast. I have 2 preferred builds at the moment.
The first is El Cheapo just 9 Spd and hp+4 for 64 Nora. I ran two of these in my BG for quite a while and they proved effective as cheap medium ranged and worked great with DK's because of how fast you could deploy them. I really think a lot of IS'ers need to look at cheapening their BG's and this is a great place to do it.
The Second build that I really like is a little more expensive and versatile. 11spd, hp+6, Piercing Shot 2 for 78 Nora. This makes him more mobile, which means both more offensive as well as more survivable. In addition Piercing Shot 2 really gives him that pop when you want it of 16 Damage and works great with Strip Armour.
I am hesitant to run him more than that. We already are so Nora top heavy with 2x DK and Talgar. If I am going to spend more than 80 Nora on a champ other than those three I better have a damn good reason, and that just isn't here. This build is plenty effective and for a reasonable cost. For anyone who still desires a more expensive one, though, I still would upgrade damage from 10 > 12 before Piercing Shot 3. The Nora efficiency between those upgrades is just too big for even Strip Armour to overcome.
