Certain runes can’t be broken as they are tied to particular free rune sets and purchase options. Most runes can be broken.
I have. Not one BG that contains some of the runes is still intact. /shrug. Not worth the effort for a few shards here and there.
Okay, so I think I figured it out. I'm guessing it's a sync issue between the client and the website. Closed everything, restarted the computer, and now I can break things that were in decks but aren't. /shrug
