More or less, mostly for residents. However, they don't keep much of a keen eye on it as far as I know.

 

actually it's not legal however it's currently not being enforced as part of the drug/opium law wich makes it semi-legal as long as you don't carry more than a certain ammount, there is a max of 5 plants per household and don't ask how the coffee-shops (the ones that do not say starbucks on the front) get their supply.
