this has always been the case, rain of arrows has always been effectively physical breath, and so on whether or not it should be the case is another story, but i would imagine so.
Yeah, my main gripe is that cones don't say that they are attacks. There should be small yellow keywords at the bottom of ability boxes saying "attack" "basic attack" and such.
There used to be an issue with Subsume where if the center of the aoe on a breath, or cone hit them they would heal 10. Even though it was not targeted. Don't remember if it still exist, thought it could be the same coding issue.
Same with combat awareness, it doesn't prevent cone damage if the cone is centered on them. Not sure if this is right or wrong, tbh ... it is sorta targeted, but also sorta weird.
I'd rather see it clarified in the attack than in scale armor as that would be more universal ... at least I think so

This. Cones/Bombs are already strong abilities, there is no reason to make them stronger. Also, Scale Armor is fine, its definition is just confusing (and Hydraxor is op. For other reasons).
