It's only granting the bonus for champs being deployed after it.

Also, it was not properly stacking with banner.

 

Why should it give the bonus to champs deployed before it?

 

It says "While this unit is in play..."

 

Yeah, it should work like a banner as it have before.

 

I don't think if ever worked like a banner. I've seen Duodoroga play his BG for months and his defense was that if you didn't draw it early it sucked.
