The systems we have in place in Belgium don't take much of a hit. Because you vote for a party and a person for senate/chamber. Party gets X amount of seats based on votes, then most votes within party get a seat.

Multiple party system ftw. It's not one or the other who gets a representative, if I understand the system correctly, for a certain county/place/thingy.

 

If you mean solid as in "unwavering and stuck in the mud" then sure.

If you mean solid as in "realistic and sane" then you're gonna need to back that up with evidence, because from what I've seen, he's as nutty as peanut butter.
