This attack will be unable to kill the target and will leave them at 1 hp if fatal (like merciful)

The dwarf engineers made the mistake of creating a sentient and truly powerful construct only once, thus, Gonder (or any other stupid name) is fated to be the only of his kind. That's how you can have a construct hero.
I think having Al'Mara as a rune, or Il'Tara for that matter, wouldn't work all too well with the way they're portrayed in the lore.
The idea in early pox was that the Elder garu was supposed to be godwin. But its a bad rune with terrible art...so let's make a real version and show him some love.
