If you're referring to what happened in our game, I dispelled the Turtled condition, not the tortun shell ability.
It's a tough call. I know that it's logical that a turtle hiding into its shell really isn't a magical effect, so dispelling a turtle out of it sounds kind of weird. But regarding Pox, this would be a hit on effect consolidation that has been so well worked on lately.
It's not a tough call to me. Turtled is a non-permanent positive condition granted by an ability - therefore it's Dispellable.
