I agree with this graph, but not because of forum faction zealots (which certainly do exist). Its due to the number of possible runes to put into a deck vs the ability to only include 30 runes into the deck. Any time you have such a vast discrepancy, you are going to have decks that are above average in power. This is simply because 50% of runes will be above average. So it is not unreasonable to believe that "average" runes will not be included in deck or considered viable in the meta with so many above average examples.
