Rover: Conqueror

I don't know if this has already been discussed or if i'm missing something but how the hell does rover: conqueror work?

If conqueror only triggers inside a font, and rover triggers when you are away from the font O.O wtf?

This all started when my friend said mogas were too OP

I asked why and he showed me this
