It may be intentional. Assuming the reskin is meant to be FS instead of a split FS/KF that makes it so that each faction gets exactly 1 of the new LE reskin runes.
I suppose it's possible, but effectively changing the faction of a rune just for the sake of rarity spread seems unlikely, at least without changing the base rune as well.
Yeah it also seems weird to me which is why I only say that its a possibility. Honestly I have no idea if it actually is intentional or not.
