Maybe LE chameleon is bugged

I noticed that every time i'm playing limited editon drak chameleon it seems to not have any spell presence. Last time it happens during kthir forest daily: i had cham and drak doomsayer (it has no spell presence, ok) in an oppo font, but i was still unable to use quicken on chameleon

 

Now i'm sure, he has got no spell presence even if he hasn't got faithless

 

I just lost a game to this. The LE Chameleon definitely has no spell presence.
