The standard buff-nerf cycle usually achieves what a banlist would without adding another layer of complexity.
Maybe, kinda, though for the new player it would be a frustrating and confusing situation to obtain runes but only discover you can't play them when you try to play a deck. Occasional players would also find it frustrating to have to remake decks when they log in intermittently. Whereas players experienced enough to be confused by changing abilities are also best equipped to deal with it. I think on balance nerf/buffs are easily better from a complexity/barrier to entry standpoint. Though this is all likely academic at this point.
