Eternal Storm is only on 2 champs. Both are extremely fragile (2 hits from a melee unit) and useless early game. Is 30 nora really worth it?
If you play aspect of chaos, you play for the late game, that's pretty self explanatory. It's only squishy before things start dying. With it's scaling mechanics this rune should never get a straight buff.
