Chill is not being applied by Elite Skirmisher equipped with Frostcall Quiver (although it is doing frost damage instead of physical damage). I tested applying the Frostfall Quiver equip on Deadly Tracker, and it is applying Chill. My guess is that the issue lies with the Equip: Frostfall Quiver ability.
