I'd say you're both right.

Sharding the pre-made decks is still better value, but there's nothing quite as fun as the gamble of opening a pack. A desired Legendary is SO much more sweet when pulled from a pack than when forged. It's the thrill of the hunt.

 

Which deck gives the most shards?

 

I think the Ferren one does. I could be wrong, though.
