This is a bit of a revisionist history. Pox has always used a formula. During the Corpse Era it was not paid much attention to. When I came back I did fit everything back closer to the existing formula. When DOG took over, they made a new formula (but it largely follows similar rules). In all cases, manual modifiers were used to achieve final costing. I, specifically, have always used the formulas a guide and not the determinant of costing. ~ Korona is shoebox, wtf?
I always figured UD was the secret cancer of pox because most of their champs do bonkers damage and they have some of the most anti-fun stuff in the game. Maddening echoes, demon shield, fading recollection, etc, etc. Even their font bonus is rad because it protects against stealth contests for free.
