He's an heir to one of the oldest strig families, and he has a massive ego because of that. He's still a fledgling, so he has arctic + running start instead of arctic flight. Upgrade line 1 has abilities with a "voice" theme (dictate, incoherent babbling, Screech), while upgrade line 2 has defensive options that fit the imperious young noble. Costing was based off of Battle Matron, who has a similar statline. Art could be a fat, round owl with puffed up white feathers, gesturing with one wing at some jakei in the foreground with it's mouth open, screeching orders.
