Donate legendary and under to new players. Give limiteds to friends, guild members, or just random people so they remain in rotation. I'm a fan of joke threads, anyone that makes you laugh gets something.

if you aint in a hurry to get rid of them, i would do some weekly giveaways, or check if some of the streamers wants the basic runes to give away for the new players that are coming into the game. the limiteds editions are another story dont give those to noobs, no atleast 10year old accounts only...hah
