I believe that the Mysterious Hooded Elf is not tradable. It can be obtained by completing a campaign on legendary, Nefari Resurrection I believe is the right one, but you may want to double check that.
i confirm you must complete nefari resurrection on legendary difficulty to get the rune. twice, if you want 2x . no other way to get it.
