In the Rune Manager, Locust has Leap listed as one of its first upgrade, but also has Leap on its base. It also lost Locust Cloud from its base. In game, Locust still has Locust Cloud, but all its Swarm units has Leap instead of Locust Cloud.
First, post bugs in the bug forums, second, don't worry about it, this is just a backend thing that's already being addressed.
