1) Croma Visionary equip's a Bone Circle Staff. 2) Croma Visionary used Prevailing Perception and got Valdaci Bolter's Provision: Speed ability. 3) Croma Visionary did not receive the +1SPD and Mobility. The current ability text of Provision Speed shows that the above is bugged. Current: While this champion is equipped, it gains X abilities. Simply saying, as long as my champion is equipped, it should have the extra abilities.
Confirmed as buggged. Provision: X currently only checks if the champion BECOMES equipped, not if it was already equipped when the champion gains the ability.
