Ok, so this was the scenario: I frightened an enemy Hyaenid Bulwark with my Yeti Shaman. Then I attacked it again for Psychological Warfare to take effect and deal bonus damage, which it did. The second attack also removed the confused condition, as I stated in another post I made. The Hyaenid Bulwark is still frightened, and I attack once with a Jakei Heretic (with Psychological Warfare): And I deal no damage, and no new confused condition is applied. Combat log says: "Hyaenid Bulwark's combat awareness prevents non-targeted damage!" I'm pretty sure it's not supposed to work this way, hope you can solve it!
