It may have been in-game, but I've said this before. Icons are not changing for the time being because there are plans to adjust the ways rankings/levels/leagues works.
Mostly that the direction is that we want to create a system that initially rewards just playing (reach Level 3 and get a pack, reach Level 5 to get shards, or something to that effect), and then rewards playing well at the higher end (win 75% of your games over the last 50 games to reach Level 10 and get 3 packs, etc.), while also giving player rewards for reaching a particular Level (or whatever it is called) at the end of an expansion cycle. Icons will probably be used as an "End of Season" reward for those who reach the higher Levels instead of the way they are currently used (where everyone gets one).
