Sunder is too strong. He just needs to offer something rewarding in a unique way to diversify deck builds. Also unequippable is 100% necessary and makes sense considering his hands are full. Not to mention reaper's blade exists and has been abused in the past with ST/FW splits.
Why on earth would you put Reaper's blade on a squishy melee champ unless you were immediately securing a kill?
Because he can get 2 stacks off for only 4 AP, and can easily pull 3 stacks off in 1 turn with AP gen.
Since the ability is so costly (and rightfully so), typically with Whirl of Blades champions, you want to design around that ability fully. It's also generally preferable if the nora value of a champion is kept a smaller range, and having Sweep/Multi (8 nora) vs Whirl is going to create at least a 10 nora variance from that upgrade path alone. Also, as noted, Whirl doesn't do basic attacks so the Combo attacks won't trigger with those - so you will most likely run this design with MA1 only.
