Since SPD is so integral to the way champions play, it is basically required that building KF champs take the bonus into account in all cases. But in terms of game balance, this just means the champions are cheaper by 8 nora. In the case of UD and ST, sometimes their base stats are adjusted for the sake of the total HP of the unit, especially something like Polar Ant. That said, this is somewhat less important than SPD, but also does come with the same cost discount for not having those stats. So in no way is KF disadvantaged because of this fact, as long as you feel that 8 nora is a valid price to pay for SPD. If you think SPD is worth significantly more, then I can see the concern. Lastly, in many cases, base 6 or 7 SPD champs in KF get many requests from KF players themselves to slow them down for the nora discount.
