It's broken: champs in affected area are supposed to be paralyzed 2 at beginning of caster's turn. They are paralyzed 1, so they are able to attack the turn after. Amounts to granting mobility to your own champs or set up for bane blast, but limits use. Either description or mechanics of spell need to change.
