It's Chrome, which forces the latest version unless you opt into the beta. I would recommend disabling all extensions, then see if the same issue persists. I use the website with no issues and I'm using Chrome as well.
From what you are experiencing it seems to be your browser. Internet Explorer, Firefox, Google Chrome, and Safari should all work without any problems. Torch isn't a browser our team regularly uses. You could just be missing a specific plugin for that browser. We will look into what can be done, but you should be fine using one of these other browsers.
I just downloaded and used Tourch Version 33.0.0.7723 and it was able to load the Pox Nora website including Rune Manager without any problems. Unfortunately, there is no way to tell on our end what is causing your problem, but it can be caused by anything from your computer's/browser's security settings to the browser having corrupted data files or is out of date.
