To many super efficient champs ran these days to make it worth while. Plus the majority of factions have healing, UD could Sac/Ret it etc. Its always better to kill the champ and gain board control / momentum.
maybe it is because nobody plays IS anymore because tough is overcosted and ride down sucks now, lol.
Mw, tough is perfectly costed for all it does, and ride down is either undercosted at 8 nora or Decapitating Blow is overcosted at 12 nora. Just a reminder, Ride down is a lot better.
While a highly situation spell, when used it can appear to give huge advantage, which vs the right bg's(those without long term synergy or sustain) can find their numbers going from being widdled down to find this spell trigger. to being thrashed down with absolutly no mercy at all. It can help initiate a snowball effect or can work against it. FW Chopping block are OP, Nerf.
stat bonus defense 3 is 6 nora. tough 3 is 15 nora. tough is only slightly better than defense. decapitating blow is way overcosted. ride down isn't that bad but its cost combined with the cost of tough on fist of bastion shoeboxed him. resilient cost too much too.
IS has been nerfed harder than any other faction, in some areas it has been overly nerfed. Many abilities were made overcosted just to deal with problem champs. I recently made an IS meta bg and it seemed pretty weak, I was missing a couple legends but still.
tough is 5 nora per rank, def bonus is 2 nora per rank. tough is only slightly better than def but cost 2.5times more per rank. Tough is overcosted and was only nerfed because of glitched 2 turn cd ride down and bouncer that had a manual cost modifier making it like 68 nora.
Tough reduces damage from every single damaging effect in the game. DEF only reduces damage from attacks. You call that "slightly better"?
