well thats not the worst thing in the world. I mean pop an enemy summon (which are everywhere) and hit or buff a champ
Man I'm not saying its the end all be all, but +1 range and its a pretty solid summon counter. Id like to see it splashed around. Also it might play a little be better in splits where the regen can be useful.
I had some luck with fw sl split prevamp, so this might not be the worst rune for something like that.

Somehow I automatically assumed it was an attempt to drive the cost of Hellion up, because he seemed too cheap to me. Flame Armor was probably deemed not that much more useful, while keeping Hellion within his assigned role. That being said, I'm not sure the extra DEF on Hellion is gonna work out well.
Fun fact, flame armor doesn't actually grant att shield: fire. So don't bother taking rank 2 or 3, incase you were silly enough to do so in the first place.
