Well, all his changes are manual nora hikes. The solution to AA imho isn't a nora hike but a change in what he actually does. DOG has tried this a few times but still hasn't quite pulled it off right.
My most basic instincts are telling me not to, but I'll be nice and explain it to you(because I believe it will help more people understand as well): Increasing nora costs is a terrible way of trying to fix runes. If you increase the cost of an overpowered rune, you'll make people want to play it less, maybe some even will keep trying, but probably nobody will - instant shoebox. It's not a theory, it has happened multiple times over this game's history. Then after sometime if you reduce its cost again without properly fixing it, there you go OP again(also happened). So, what we should do is adjust champions and other runes so that their role becomes clearly reasonable according to a specific vision of balance. You can do that through changing abilities, effects, and whatever else the rune does. It's not rocket science, but it's better than banging the head against a wall changing nora costs.
A small bump up in cost seems a lot easier than changing stats and abilities. Improved balance is the goal. Stuff gonna be shoeboxed from time to time. Evolution and such, as the only constant is change. Debating the correct bump up/down in cost of champs and/or abilities is reasonable, just remember that 0-4 are options too.
nope sorry mate but lets agree to disagree this should be made as simple as this hehe good now u know what to do 5/10 from mrbad was pretty good and it was 5 min nerf just one more thing from me lets be honest here why its so hard to fix smthg because u guys dont understand that if u will change abiltiies and Bane Shift hp everything it will take 20 years or more for them, they should just simply increase nora cost as fast as possbile but yeah u can debate 20 years and dont see obv
