What if Retreat only gave Leap 3 and Mobility, and Soul Frost gave Psychological Warfare only to champions who had Fear before the spell effect?
He means that it is much easier to remove/add stats and existing abilities than it is to change a rune completely. So he can choose between changing one rune completely, or remove/add stats and existing abilities to multiple runes. Because of that, suggestions that remove/add stats and existing abilities are more likely to be implemented than redesign suggestions.
Since re-designs of abilities and non-champion runes typically require code time, it's much less likely they will make it in (doesn't mean they won't, but I don't have infinite resources in this area), while changes like replace X with Y on a champion is relatively quick.
Snaptooth Ancient: Judgement, Entangling attack, poison cloud rank 2 UP1. Reduce range to 4-5 Damage from 10 to 9. Bare in mind that Phase Shift will be affected by changes to Ghost.
Re: Phasing/Incorp stuff, I am going to wait til Incorporeal change to touch them. No sense in buffing them, then nerfing them.
I thought that the incorp changes were in the midterm patch. Regardless, I take all opportunities to say "Please buff Phase Spider" lest it be forgotten.
Homicidal Thug - Replace Scour 1/2/3 with Charge 1/2/3. He needs more mobility to get into combat to activate Scrapper so he isn't so squishy. Tainted Vinecreeper - Replace Plant Regeneration with something Sand related. Perhaps Desert Camoflague, Sand Trail, Sand-Fall, Desert Front, etc.
Brewmaster: -4 HP Base. Class changed to Brute from None Nora modifier added to keep cost the same after HP drop.

Firk botanist desperately needs help, especially if you put him beside thornflinger. I just can't think of any way to buff him.
Intoxicated gives +6 HP to Brutes. Brewmaster gives Brews which cause Intoxicated so its really a +2 HP "Buff". Just making him a Brute would be +6 HP and likely too strong.
