Most of the time, when I play those champs, I look at the minimap a lot to get a general overview of what's going on. Also, I use the character squares in the top left hand corner of the screen that display health/mana, and whether or not an ally's ult is up. Watching these gives me all the map awareness I require to figure out the best time to roam and gank is. Occasionally, I will unlock the camera to watch the progress of a skirmish and determine if my assistance is required, but I always end up locking it again afterwards.
I honestly don't see it as a stagnation in learning, but rather as an obstacle to be worked around. If I can adapt to a locked camera playstyle, I can obtain similar results to those that don't use locked camera. Aside from dodging skill shots, I don't see how unlocked camera gives you any benefits in play. Being able to move the camera is meaningless when it comes to map awareness, since it doesn't really allow you to see MORE of the map; it allows you to shift your perspective of a small portion of the map from one location to another. Being stuck at a certain level of zooming in/out is what really bothers me about being on purple side.
What about champs who have large range like Ziggs, Xerath or Lux ults? Or even Cait ult? Would you have to unlock the camera for that then put it back on? Seems like a lot of extra work tbh.... and you usually need to be quick at the draw with abilities like that
About the fixed camera. It's true that playing on purple side is harder with a fixed camera, but it can be overcome. I play with fixed camera by default, and i switch it off selectively. It's forced me to be more map aware, and i've never really felt the need to go full free camera.
