Make all swarms like the clockwork swarm(the watered down swarm champ of the entire game)

 

or just reduce the hp of swarms.

 

They are not immune to the zombie plague condition and will still become zombies if they die with that condition, although im not sure if you would consider that shenanigans...

 

Zombie plague is bugged atm though
