Would regional forums be a good start? IE: Forsaken wastes, General, Rune Ideas, Frenchies. Possibly just a non-english section and sticky the different languages.

As I recall, the biggest issue with translation was not the translation itself. It was the volume of words that exist in PoxNora. And that was before 6-7 more expansions have been completed. The cost per word isn't very high I don't think but volume kills. (Our original estimates also included the website translations too.)
