I'd run that for sure, i also liked your other idea of every time he destroys a weapon getting a stat bonus.
Whirl of blades. Domain dmz. Splintering. U1: all those provision abilities. U2: sword breaker, pilfer, snatch (whatever anti equip)
I completely agree with this, however i think the issue here really is that people just want a reliable source of shatter for skeletons. I personally think there should be a source of things like Detect and Shatter for each theme.
He is a reliable source of shatter. But the rune isn't super great, so there's a slightly higher cost to gaining that utility compared to other themes. This means that Skeletons will have to make trade-offs -- and also become better or worse -- as things like equipment and stealth become more or less prevalent in a format.
Again i agree but i think you are understating the matter, he is definitely a lot worse than super great. I'm inclined to say a simple rearrangement of stats would fix the issue, the 7 speed is somewhat unnecessary and as a melee champ it would certainly seem more viable with some extra HP or Defense.
I'd like to steer him clear of being a second bonemauler so splintering is a bad idea. Provision abilities don't really make sense fw only has a few good equips.

How is a cheap flying spd 7 that can threaten 20+ dmg if you get too close NOT a good shatter champ? The flying spd 7 alone makes it a first turn option doesn't it?
I tend to avoid champs that cost double the nora to hp ratio but that's just me, their have been a lot of suggestions to change him and i have liked quite a few of them so far. @Sokolov @Moles you like any of these changes so far ?
