Probably so people don't complain that they weren't playing at the time and have to trade an absurd amount for it.

 

So people didn't make alts and farm the giveaway

 

As Axeraiser said, the rune was given away for free to players that either went to a convention or played during the convention. She may return during future conventions but for now she is unatainable.

 

Ayla was a valentines day giveaway for me, not a convention
