Sorry to burst your bubble, but last week in the Q&A Senshu said 2-3 weeks. so i'd imagine we have at least another week to wait unless they are massively ahead of schedule.
Something tells me when the balance patch does arrive, the same people will be angry and the same people will be grateful.

Well heres to hoping that the patch is good and hits most of the problematic issues. Titans, heroes, tyrant, crystal dragon etc.
If only the list above was "most of the problematic issues"... Thats like the tip of the iceberg... But if something gets done in that regard I will be happy. Problem is, I know for a fact there are a lot of random buffs incoming as well, thats what bothers me the most to be honest.
Well theres been lots of changes on the council with members, so maybe the ones previously lined up have been scrapped.
Why even bother, you know how things work: Stuff gets overbuffed but it's the only way the theme works Stuff is complained about for months Stuff is overnerfed Theme is left as is for 6 more months Theme is complained about Theme gets a couple runes overbuffed Those runes are complained about again for months.. repeat.
