Broken or Hacks?

So i was playing a game with this dude named live123. What started out as a spell spam bg suddenly turned to something really weird. He was running out of spell to spam and i was winning when suddenly, one of my champs STOPPED gaining AP.

i dont know if it's just a bug that worked at his advantage or it is some form of hacks. Any of you encountered any bug where your champ stop getting AP for NUMEROUS rounds. And i mean NUMEROUS. around 8 to 10 rounds

 

Uhm, could be a bug I guess.

Any specifics about the match? Champs/spells/relics/equips being used.

 

he had 2 shock toads out and 1 elder murkwurm. he spammed fry along with some spells to create water. i had bliss out to try and remove the water a bit. i moved bliss right next to my font and when he engaged me next turn, my bliss stopped gaining AP

 

Shock toads still do that AP denial thing dont they?

 

Don't think so, it gives careless no?

EDIT:
Area Effect 5: Equipped enemy champions have -2 DMG and Careless. Equipped friendly champions have +2 DMG.

but that's not shock toad, it was Magnetic Anuran
