IT may still be working, When I played ST wolves with camaraderie, I also thought that it wasn't working but after playing with it for a few more games I noticed it IS still working it's just not very noticeable, you have to just look at the nora cost of the champ and then your nora before and after and do a little math to confirm.

 

The new cost is already visible when you select a rune from from the dock. Easy to check.
