There could be a couple things at work here. The champ may be considered entering the font when it is deployed successfully, triggering the font bonus before Initiative takes effect. It could also be ignoring the font bonus entirely because it is entering the font by deployment instead of movement. I'm curious what would happen if you blink a champ with Initiative and the font is captured by ST while before the champ returns.
As Darklord mentioned the champion is deployed with 0 AP and then gains the AP afterwards because of an ability.
