drown is most probably what you are searching for. It sure can be quite annoying, and its a strong spell. But it has some limits too: 1. costs 80 nora so it isnt cheap. 2. has a 16 turns CD so when you see one, you shouldnt be too scared for a while 3. needs water 4. needs a small, non amphibious, non flying unit

assume 1, it is very rare to run 2 of them. if you see a lot of water gen, like an aquatic bg with mirfolks, maybe they could run 2. otherwise, 95% they have only 1.
