It's a picture of PaulsEgo. He's a youtube personality who used to do response videos to Christians and creationists but stopped. Now he streams on twitch occasionally and is a guest on the Drunken Peasants podcast every friday. On one of his earliest appearances on DP they had an art contest themed around who could make the ugliest picture of Paul (self-deprecating humor isn't uncommon there). This picture is from that contest. Before you ask, no I didn't draw it. And no, it didn't win the contest either, believe it or not. But I thought it was so funny I saved it and decided to use it as an avatar.
It's at the point that no green has commented on this in over a year that I just tell players this is a routinely server restart.
