The Exile fills that void as he is their leader. Maybe he could get buffed if you want the Hyaenids to have more a leader... Maybe he could get commander Hyaenid or something. Or Hyaenid rapture, all Hyaenids within 6 spaces get +1 range. It sounds less op than Djinn automatically granting Hyaenids +1 range.
