These spell were giving me errors, and seemingly reset their "counter" when I tried casting them on my own champs
Wow, seems like these spells were coded horribly. What is happening is that the code is restricting the targeting to enemy champions only (even though it doesn't say they should be), but in those cases it is actually triggering the secondary clause despite not allowing the first part of the effect to go off. And the "errors" you are seeing appears to be debug code of some kind.
