Mandate of Sheoul is castable on Avatars.

    Reproduction Steps:
    1. Transfigure.
    2. Cast Mandate of Sheoul.
    3. The Avatar will not receive Blade of the Snake but will gain Hunter: Hero and Quest: Kill Enemy.
    4. Upon killing an enemy the avatar will complete the quest but will not heal.
