Combo I like is any source of Slowed (-2 SPD) + Everfrost Manacles (Ice terrain -1SPD, Frozen -1SPD) = -4SPD Sources of Slowed: Hammerfall Lonx Lonx Adept Jakei Elementalist Snare Fairy If you use Stall on top, target unit has 0SPD hahaha! Units with Stall: Arctic Delegate Lonx Luminary Chronomancer You can also use Ancestral Implications (spell) for Magestic (-1SPD).
Juya is really good but I don't see much synergy if your going for frost amp. 2 blizzard cloaks is probably a bit overkill. The arctic wail and lusaras staff seem a bit unusual but I haven't played amp in a very long time. One spell you may want to grab is razor ice to help get around resistant or immune champs. Hopefully someone that plays frost amp will reply with more specific help.
