I wonder, are there any rules about language in the in-game chat? Certain users get quite into rotten and offensive talk especially if they are loosing. Do admins keep chat logs?
As far as I'm aware, there is no game to game log recording system in place. If you see any offensive language; your best bet would be to take a screenshot,and send it to @Senshu on the forums. If it is used in public chat, you can alert any mods that happen to be on at the time and they will take appropriate measures. Mods have a yellow usertag.
wanna know what's better then ignoring someone who annoys you? actively removing their ability to speak. My buddy @mw24 knows all about this.

Yes, this is pretty much the case. It is also advised to use the profanity filter in the options menu, but to also report any such excessive use of certain language to a moderator if you see one in-game or myself and include screenshots.
